COSATU Free State strongly disapproves of the bad audit results in Municipalities

COSATU Free State has noted with shock that many Municipalities in the province have failed to deliver improved audit outcomes as per the report of the Auditor General (AG).

The AG's latest report calls for leadership accountability. He highlights the importance of accountability in the management of municipal affairs, starting with appropriate planning focused on the needs of citizens, instituting appropriate internal control and supervision that will ensure proper financial and performance management. He also mentions respect for the law in the running of municipalities, monitoring by all political and administrative leadership that budget and performance targets are appropriately achieved, and that there are consequences for mismanagement and non-performance.

Makwetu says if these basic principles of accountability, built around a central theme of strong internal control and good governance, are in place, municipalities should be well geared to live up to the expectations of the communities that they serve.

As COSATU Free State ,we find it very difficult to comprehend that the executive managers in the municipalities, who are so well paid despite the difficult financial situations of the majority of the municipalities fail to do a basic things like accounting for their expenditure.

We believe that it is time that the Senior Managers in Municipalities who fail to deliver on their key performance areas like providing receipts for public money spent should face the music. We cannot allow the situation whereby accountability for public funds is compromised whilst our communities continue to wait for service delivery!
