COSATU Free State concerned about the failure of Municipalities to pay service providers on time

COSATU Free State is concerned about the growing number of Municipalities who continue to fail pay the service provider on time. The federation is uncompromisingly opposed to outsourcing and has been consistent in its call for all government services to be in sourced. But the recent trend not to pay the service providers by municipalities has created a crisis for the workers that are employed by the same service providers. In many instances these workers are getting their salaries late and that creates a vicious cycle of workers having to go to cash loans or loan sharks in order to survive.

This situation is more prevalent with security employees who get their salaries late with the employer providing an excuse that the municipality has not paid. What boggles our minds is how does a Municipal Manager sleep at night knowing that the municipal property is guarded by someone, who is hungry and has not been paid his/her little wage. This is the situation currently at Matjhabeng and Dihlabeng municipalities.

This is inhumane and a violation of workers rights and a betrayal of the citizens. There are no decent services that can be delivered by disgruntled workers.

We call on the Free State Provincial Government and SALGA to intervene and ensure that contractors are paid on time. It is really quite a sad day when the state is playing an active in punishing poor families and desperate workers.
These failures by municipalities to pay their service providers strengthens our case in calling for the in-sourcing of municipal services in order to build state capacity of the state to deliver on its mandate.
